As a part of my life, I always was really interested in 3D modeling. So I tried it.
After a bit of fooling around, I was able to create the following pair of sneakers, which I had in mind.

So I also considered how to manufacture them:
1. The sole should be made out of molded polysterol.
2. The "real" shoe should be made from neopren. So it would be water resistant and would fit tightly. There are so called "water shoes" for surfers which I would have used for prototyping. This part would be sewed or glued to the sole.
3. The red part would be made out of thick ribbon, which would be attached directly in the form of the sole (as in the process of molding).
